Just as I mentioned in the last log, the urban cops belong to another group of aliens, aliens that peripherized by this system. I think that's why the balance between DOs and DON'Ts becomes the theme of struggling for so many of individuals.
One saw a collection of "20 quirkiest scientific experiments in last century" on newspaper today. Two of them seem illustrated Hobbes' words. (Hey, Blano, as a fan of LOST, you must strongly agree with Hobbes, right?)
One was conducted in Yale, a so-called research for corelations between punishment and learning. Volunteers were divided into two groups: trainers and trainees. The trainees were told to learn something by heart, then answer related questions. If they couldn't get the right answer, the trainer would push a button and the trainee would be stroke by short electric current--first 1V, 5V, 15V, then finally 120V, 200V.
Apparently this game would probably turn into murder. A lot trainees yelled for stop in the experiment, nevertheless, astoundingly, there were more than one trainers continued to push the 'deathly button' though their partners had already been dead. The trainers enjoyed this 'execution' like crazy. It's unblievable, yet real.
In the other experiment, volunteers were university students. They were asked to perform a 'role play', too. One group of randomly selected students were 'prisoners' and the others were 'guards'. As you can guess, the 'prisoners' quickly planned a prison break and the 'guards' took no time to surpress the 'rebellion' by removing the 'prisoners''s clothes and taking away their food and so on. This fighting began to go out of control. At last the experiment conductor had to call the police to stop the ridiculous experiment. Students who played 'guards' were so reluctant to be back in real life, in that they had already been addicted to this granted power.

I love your two examples and also the last paragraph from DH. but who is DH?
I suppose Hobbes's word is a good way to view our human beings, but not a good way to be a citizen. It is just one of many explanations and the reality is more complicated.

Just as Foucault said that power exists everywhere and it's used and pressed by everyone.Only in such way can it affects.
In my opinion we are not powerless but lacking civil rights.
So you may also have to make a clearer distinction between power and right,for the formal one is more vague and complicated.Thanks for supplementation.
